All delegates must be covered by valid health insurance for the entire duration of their stay in Madagascar. This insurance must include, at a minimum, coverage for emergency medical expenses, including medical evacuation if necessary.
Delegations are strongly advised to verify the international validity of their health insurance policies before departure.
Available Health Measures
An enhanced medical system will be in place across all official sites (conference venues, accommodation for Heads of State and Government, and points of entry) to ensure a rapid and effective response to any medical situations.
Medical stations and ambulance services will be deployed at Ivato International Airport and at the Summit venue, remaining operational 24 hours a day throughout the event.
Emergency first aid will be provided free of charge. However, all subsequent medical expenses (consultations, hospitalisation, evacuation, prescriptions, etc.) will be the responsibility of the participants. For this reason, each delegate is strongly encouraged to have international health insurance that covers medical care in Madagascar.

- Fixed Medical Facilities: Two clinics will be established within the Ivato Convention Center (ICC) to provide care for VVIPs, VIPs, delegates, and participants. Each clinic will be staffed by two permanent medical teams. This setup is designed to ensure a prompt and appropriate medical response throughout the event.
- Mobile Medical Facilities: Mobile clinics will also be deployed. These teams will operate by zones and along key routes, aiming to cover all accommodation sites and any areas requiring rapid medical intervention—whether on the outskirts of the ICC or during delegate movements.
Health Prevention and Medical Recommendations
Delegates may, if they wish, share any relevant medical information (e.g. allergies, diabetes, specific treatments, etc.) with the Health Commission of the Organising Committee (sante-sadc@diplomatie.gov.mg).
All information will be treated with the utmost confidentiality and used solely to ensure appropriate medical care in the event of an emergency.
Participants arriving from non-endemic malaria regions are strongly advised to bring antimalarial medication as a preventive measure, in accordance with the recommendations of the World Health Organization (WHO).
It is also recommended that all delegates travel with a personal medical kit containing, at a minimum: antipyretics (for fever), basic antibiotics, anti-diarrheal medication, hand sanitiser, and protective face masks, as part of the broader prevention strategy against MPOX (monkeypox) and other potential outbreaks.
Furthermore, all participants are encouraged to establish contact with accredited evacuation service providers in Madagascar in case medical evacuation (MEDEVAC) becomes necessary.
For strict public health reasons, the importation of pets or any other animal species is strictly prohibited throughout the duration of the Summit.
Hospital services
Madagascar has modern hospital facilities equipped with emergency care, intensive care units, and a full range of medical specialties. The capital, Antananarivo, is home to several leading hospitals where delegates may seek care if needed.
In accordance with the International Health Regulations (IHR 2005), preventive health measures are enforced upon arrival, particularly at points of entry (airports and ports), to prevent the introduction of potentially epidemic-prone diseases.
During the Summit, close cooperation has been established with both private (Polyclinique Ilafy, IMM Ampefiloha, CENHOSOA Soavinandriana) and public hospitals (CHUJR Ampefiloha, CHUJR Befelatanana, CHU Andohatapenaka, CHU Anosiala) in the event of hospitalisation.
