The Southern African Development Community (SADC) Organ on Politics, Defense, and Security Cooperation Troika Summit was held on August 16, 2025, in Antananarivo, Madagascar, to address pressing issues related to peace, defense, and security in the region.

Held on the sidelines of the 45th SADC Summit of Heads of State and Government, scheduled for tomorrow, August 17, 2025, the Organ Troika Summit was mandated to validate key political documents and decisions on peace, defense, and security, which will be submitted to the Heads of State for their consideration.

The meeting was chaired by H.E. Dr. Philip Isdor Mpango, Vice-President of the United Republic of Tanzania, representing H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania and Chairperson of the SADC Organ on Politics, Defense and Security Cooperation.

In his welcoming address, SADC Executive Secretary, H.E. Mr. Elias M. Magosi, recalled that the Organ Troika Summit remains an essential platform for reflection, consultation, and alignment around regional peace and security priorities. “These priorities are not merely institutional aspirations,” he emphasized, “they constitute the foundation of our shared vision of a stable, integrated, and prosperous Southern Africa.”

H.E. Mr. Magosi also highlighted the adoption of the SADC Framework for Post-Conflict Reconstruction and Development and Transitional Justice (PCRD-TJ). This framework aims to support Member States emerging from conflict in addressing governance challenges, promoting reconciliation, and preventing relapses into violence. He called on Member States to appropriate and implement its recommendations as a cornerstone of sustainable peace.

For his part, H.E. Dr. Philip Isdor Mpango reaffirmed the unwavering solidarity and commitment of the Organ Troika to preserving peace, stability, and sovereignty in the region. He emphasized the importance of collective action to address emerging security threats, strengthen democratic governance, and consolidate the gains of regional integration.

The SADC Organ Troika Summit thus paves the way for strategic decisions to be submitted to the 45th SADC Summit of Heads of State and Government, where regional leaders will continue their deliberations on the future of the peace, security, and development agenda in Southern Africa.
